It could be an armor issue, I wouldnt really attempt level 20 PVP untill you have the best armor and such. You also have to really learn new tactics for dealing with real people, you cant just run up and hit the fireball button :P

I suppose the first question would be: PvP where?
Elementalists have always been first and foremost among the classes I enjoy and/or excel at playing, and when you spend a lot of time with them, you come to realize that they aren't very good as an auxilliary class. In order to really bring out their potential, you need to be running with a group set up to do just that. The most basic example of that is likely a 'spike' build, wherein a bunch of Elementalists focus on one target and hit it at the same time with a high damage auto-hit spell combined with AoE snares.
The problem with just 'being the Elementalist' is that their damage comes in bursts, not sustained over time like a Warrior's damage .. so if you're running in a group like that, you'll find yourself likely relegated to the position of only slinging out spells here and there to try and down targets while trying to manage your Energy to operate at everyone else's pace.

Bear in mind that PvP is not an individual thing. It's a team thing. So your team should be slowing down/protecting you somewhat from those attacks while you cast. If you are standing there casting and getting no support, you may have a team problem not a build problem.

Well, if you wish to stay alive a little longer, I would suggest putting some into healing prayers and perhaps take on healing breeze. I have that going for my Mesmer and, combined with Mending, I last at least 40% longer than I normally would.
As for doing damage, I would suggest lightning instead of earth for PVP solely for the 25% armor penetration. For example, I was doing the side quest for the Gates of Kryta mission in PVE, with a group for 2 level 16s, 1 level 15, 2 level 17s, and a level 18, and *something happened* and Chain lightning was cast on us. It tooks us all down about 1/4 our total life. Multiply that by 5 and you have some pretty strong stuff.
Hope I was of help

No character is gimped, you can always replace skills and attribute points. I'd just hate to see you delete a perfictly good character because of a bad skill/attribute set. BTW you may look like an extra sweet target with your monk secondary, an E/Mo can easly be a main healer and therefore a main target. IMO

i find it hard in pvp, my lvl 20 ranger has good armour but can't handle more than one warrior at once. If you ask me i think the game needs a little more balancing...

Every class has at least one that counters them. Warriors were designed to steamroll Rangers with the right skills, but Mesmers decimate Warriors with debuffs and DoTs.
It's not really a rock-paper-scissors things, becuase with the right skills, and attribute allotment, any of the classes can triumph over the others.
By the way, if you are facing two Warriors at once, your group isn't doing their job. The Mesmers should be slowing them down (the aquamages can do so too), while the ranged attackers (Mage,Rangers, Necros) hit them will spells from afar.

WAIT...
You think ONE Ranger should be able to stand up, toe-to-toe with not just one, but with MORE than one warrior?
Yeah... good one.
